 This is due to the UK Royal Mail postal rates,  one of which is called 'Large Letters'.    This rate covers anything smaller than L33.3 X W16.4 X D2.5cm.   The postal rate jumps considerably for items larger than this, so it is much more cost effective to stay within these boundaries where possible.
